APPLICANT REQUESTS THAT:
His DD Form 214, Certificate of Release or Discharge from Active
Duty, reflect the following:
He served as a Military Training Instructor; and
Award of the Air Force Basic Military Training Instructor
(BMTI) Ribbon.
APPLICANT CONTENDS THAT:
He served as a Military Training Instructor (MTI) between Jun
82 and May 85. There was no service ribbon at the time; however,
he would like his records to reflect that he served as an MTI and
was awarded the BMTI service ribbon.

Exhibit A.
STATEMENT OF FACTS:
On 18 Mar 77, the applicant enlisted in the Regular Air Force.
On 28 Feb 95, the applicant received an honorable discharge. He
was credited with 17 years, 11 months and 13 days of active
service.
AIR FORCE EVALUATION:
AFPC/DPSID recommends denial. While the applicant served as a
BMTI, he was not serving on active duty as of the award
establishment date (7 Dec 98) in order to qualify for retroactive
eligibility of the Air Force BMTI Ribbon therefore; he is
ineligible for the award.
The BMTI Ribbon, established on 7 Dec 98, is awarded to Air Force
active duty, Reserve, and Guard personnel to acknowledge past,
present, and future BMTIs. BMTIs (SDI 8B000) at Air Force BMT and
Air Force Officer Training School are eligible, both past and
present, if they were on duty on or after 7 Dec 98. The basic
award is presented upon graduation from MTI School, and wear of
the ribbon becomes permanent after successful completion of at
least 12 months tour of duty as an MTI. The Commander may waive
the minimum qualifying tour length if a member cannot complete the
tour for a valid reason. They may also withdraw authorization to
wear the ribbon for those who are eliminated from the MTI program
for disciplinary reasons. The authorization to wear the ribbon is
retroactive for any member who has successfully completed 12
months duty as an MTI and is currently on active duty or a member
of the Reserve/Guard component as of 7 Dec 98. Technical school
training instructors are not eligible for this ribbon. An Oak
Leaf Cluster is awarded for an additional three years of MTI duty
following the basic tour of 3 (prior to 21 Nov 94) or 4 years (on
or after 21 Nov 94).

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 11 Aug 14 for review and comment within 30 days (Exhibit D).
As of this date, no response has been received by this office.
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. We took
notice of the applicants complete submission in judging the
merits of the case; however, we agree with the opinion and
recommendation of the Air Force office of primary responsibility
and adopt its rationale as the basis for our conclusion the
applicant has not been the victim of an error of injustice.
Therefore, in the absence of evidence to the contrary, we find no
basis to recommend granting the requested relief.
THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
